AGEPI participates in the Conference “Moldova Turns White: Solutions to Encourage the Transition to Legal Work”

11/04/2022

Eugeniu Rusu, Director General of the State Agency on Intellectual Property participates on November 4, this year, in the Conference “Moldova Turns White: Solutions to Encourage the Transition to Legal Work”. The event is organized by the Ministry of Labor and Social Protection and the Independent Think-Tank “Expert-Grup” in partnership with the Soros Foundation Moldova.

The special guest of the event is the President of the Republic of Moldova, Maia Sandu, who participated with an opening speech. The conference also brought together high-level representatives from public institutions, international organizations, domestic and international experts from the private sector with expertise and interest in these fields.

The purpose of the event is to discuss the necessary policies and effective mechanisms to encourage employers in the Republic of Moldova to give up undeclared work and the ways to integrate good practices from EU member states. The conference also represents a platform for debating the vision proposed by the Government to encourage formalization, in the context of the status of a candidate country for accession to the European Union, which the Republic of Moldova recently obtained. Reducing undeclared work is also an objective of the “Moldova-2030” National Development Strategy. It should be noted that the Government is developing a series of effective policies to reduce informal work aimed at balancing incentives, preventive and dissuasive measures, which were presented and analyzed during the conference.

The discussion is organized into 4 thematic panels, focusing on key policies, as follows:

1. Addressing the problem of undeclared work through combined, balanced, but at the same time ambitious policies;

2. Encouraging formalization in agriculture as the main source of informal jobs;

3. Strengthening the capacity of the State Labor Inspectorate to detect undeclared work;

4. Government financial incentives to promote legal work.

Each panel begins with an introductory speech, followed by a moderated discussion.
