AGEPI, OSIM and ORDA Meeting in Bucharest to Strengthen Cooperation in the Field of Intellectual Property

The Trilateral Meeting at the Management Level of the State Agency on Intellectual Property of the Republic of Moldova (AGEPI), the State Office for Inventions and Trademarks of Romania (OSIM) and the Romanian Copyright Office (ORDA) took place on 24-25 March 2025, in Bucharest, Romania. The main purpose of the meeting was to assess the current state of cooperation between the three institutions and agree on priority areas of cooperation for the next period.

The AGEPI delegation, led by Director General Eugeniu Rusu, presented to Romanian colleagues the progress made by the Republic of Moldova in implementing the EU acquis in the field of intellectual property (IP), including the challenges faced by the institution in implementing European legislation. Following constructive discussions, the areas in which OSIM and ORDA can provide support and expertise to support the Republic of Moldova in its EU integration process were identified.

Among the topics addressed by the delegations of the three institutions were the necessary measures to harmonize national legislation with European regulations, including the implementation of EU Directive 2015/2436 on trademarks and the transposition of European legislation in the field of industrial designs. Also, good practices in the management of appeals and the examination of applications for cancellation and revocation in trademark matters were presented, with the AGEPI delegation having the opportunity to participate in a meeting of the OSIM Appeals Board.

In addition, issues concerning the protection of copyright and related rights were discussed, with an emphasis on the development of a coherent and efficient system for the protection of these rights in accordance with international standards.

During the meeting, the AGEPI-OSIM-ORDA Joint Action Plan for 2025 was agreed and signed. This plan falls within the objectives of the Memorandum of Understanding signed between the three institutions in October 2023 and provides for a series of joint actions aimed at ensuring the implementation of the cooperation commitments undertaken by ORDA, OSIM and AGEPI for the current year.

The visit consolidated the already existing partnerships between AGEPI, OSIM and ORDA, and the discussions underlined the importance of closer cooperation to support the implementation of the necessary reforms and the development of an efficient intellectual property protection system in the Republic of Moldova, with a view to its integration into the European Union. These actions are essential to create a more solid regulatory framework, aligned with European standards, thus contributing to the development of a sustainable and balanced intellectual property protection system.
