17 anniversary of AGEPI creation

Today, 8 September 2009, we celebrate 17 years since the creation of the State Agency on Intellectual Property of the Republic of Moldova (AGEPI). On the basis of its establishment was drafted the Presidential Decree of May 25, 1992 on the establishment of State Agency on Industrial Property Protection and Government Decision of September 8, 1992 on approval of Regulations on the activity and structure of AGEPI. On the base of the Code on science and innovation and the Government Decision no. 1016 of September 13, 2004, the State Agency on Industrial Property Protection has merged with the State Agency on Copyright, the new institution named on a gate currently.

By virtue of its mission to provide reliable protection of intellectual property, to support and stimulate innovative and competitive process in the research and development institutions, enterprises and organizations of the Republic of Moldova in creativity, AGEPI mission is to give maximum attention and of promptly and comprehensively inform all those interested in the protection and exploitation of intellectual capital. Rendering a qualified assistance to all applicants, AGEPI successful realizes its program of reception, examination and granting legal protection of intellectual property objects (IPO) which presents an economic interest for both authors of these developments, and for national economy.

By its activity of raising the need of the society to protect the intellectual capital to the same extent as any other wealth, the IPO registration, information, training, promotion and support of the creative people, international cooperation, AGEPI make a substantial contribution to the intellectual property development in the country and the effective integration of the national system of IP protection in the international process, thus making state policy and national interests in this area of primary importance.

In the last years great changes have taken pertaining to intellectual property legislation. Need to adjust the rules of intellectual property protection to EU standards, stipulated in the EU-Moldova Action Plan, and the liquidation of the gap between previous laws provisions and the state of the works which was formed during the application of these laws, led to the development by AGEPI of 5 new laws in industrial property field and soon to be laid down and the Law on copyright and related rights.

In the 1993-2009 period (8 months) with AGEPI were submitted 95,693 applications on protection of intellectual property objects, including 92,965 applications for industrial property objects and 2728 application for copyright and related rights. Of these, 25,203 applications were submitted by national applicants and 70,106 applications were filed by foreign applicants.

In the mentioned period AGEPI issued on behalf of the state, 26,083 titles of protection, including 23,640 titles for objects of industrial property protection and for 2443 titles of protection subject matter of copyright and related rights.

It shall be mentioned that on the August 1, 2009 in Moldova were valid 44,600 international trademarks, registered through the procedure of Madrid Agreement, nearly 3300 records of the industrial designs by the procedure of Hague Agreement, about 806 appellations of origin registered under the procedure Lisbon Agreement, 1093 national patents and 3294 Eurasian patents.

With the occasion celebration, both Mr. Dorian Chirosca, Director General AGEPI, and Mr Ion Daniliuc, Deputy Director General, who met AGEPI collaborators in a festive meeting, warmly congratulated those who over the past 17 years have helped create and strengthen the national system of IP, the examination and patenting / registration IPO, the consistency protection and promotion of the rights of inventors and innovators in our country. Mr. Daniliuc stressed that the agency specialists who carefully manage minuteness and extraordinary effort to confirm the novelty and value of IPO and give required protection for the results of Moldovan inventive thinking deserve respect of which currently enjoys in the society.

Owing to AGEPI activity in the world has become known and recognized a full constellation of inventors, in the first rows of them located the 27 winners of the Gold Medal of the World Intellectual Property Organization (WIPO).

Patenting of the industrial and intellectual property objects in the priority fields is expected to be in the next period that engine of economic progress, social and cultural, which is so large needed in our republic.

Deputy Director General AGEPI thanked all experts, lawyers, computer scientists, economists, editors, journalists, technicians, for their activity and wished them great successes.

The most industrious of them there have been awarded with the Diploma of excellence.
