From September 15 to 17, 2026, specialists of the State Agency on Intellectual Property (AGEPI) are participating in a study visit to Bucharest hosted by the State Office for Inventions and Trademarks (OSIM), dedicated to the exchange of experience and best practices in the field of trademarks.

The visit offers AGEPI the opportunity to leverage OSIM’s experience in applying the European trademark framework and to address, in a practical format, issues relevant to implementing the new European Union acquis and applying Law No 25/2024 on Trademarks.

Over the course of the three days, specialists from both offices are discussing aspects of the transposition and application of Directive (EU) 2015/2436 to approximate the laws of the Member States relating to trade marks, the adaptation of the normative framework and administrative procedures, and the management of the various stages of the trademark examination procedure—from filing and examination to registration and issuance of certificate.

A key focus of this exchange of experience is the harmonization of examination practices, including the use of relevant European tools and practices, such as the Harmonised Database (HDB) for goods and services and the European Common Practices CP15 – Comparison of Goods and Services: Treatment of Terms Lacking Clarity and Precision and CP16 – Signs Describing the Subject Matter of Goods and/or Services.

The agenda also covers aspects on the digitalization of trademark procedures, focusing on electronic files, the use of electronic signatures, and the management of electronic workflows, as well as digital solutions that help streamline services for applicants and rightholders.

For AGEPI, the exchange of experience with OSIM serves as a key tool for strengthening institutional capacity and supporting the alignment of national practices with European standards and practices in the field of intellectual property. Direct dialogue between specialists enables the analysis of specific situations, the identification of practical solutions, and the leveraging of lessons learned from Romania’s experience in implementing the EU acquis on trademarks.

This study visit takes place within the framework of the OSIM–AGEPI–ORDA Action Plan for 2026, signed in Geneva on July 7, 2026, and reaffirms the three institutions’ commitment to developing results-oriented institutional cooperation and supporting modernization and European integration processes in the field of intellectual property.
