On the sidelines of the 68th Series of Meetings of the Assemblies of the Member States of the World Intellectual Property Organization (WIPO), held in Geneva, on July 7, 2026, the delegation of the Republic of Moldova had a high-level meeting with the Director General of WIPO, Daren Tang.

The Republic of Moldova was represented by Dumitru Vleju, State Secretary of the Ministry of Justice, Vladimir Cuc, Ambassador, Permanent Representative of the Republic of Moldova to the United Nations Office and other international organizations in Geneva, as well as Iulian E. Iorga, Director of the State Agency on Intellectual Property (AGEPI).

At the beginning of the meeting, the Head of the Delegation of the Republic of Moldova to the WIPO Assemblies, Dumitru Vleju, State Secretary of the Ministry of Justice, congratulated the Director General of WIPO, Daren Tang, on his re-election for a second term at the helm of the Organization. On this occasion, the Moldovan side reiterated the support given by the Republic of Moldova to Daren Tang’s candidacy and expressed its belief that, during the new term, the cooperation between the Republic of Moldova and WIPO will continue as dynamic and fruitful as in the last six years, contributing to the modernization of the national intellectual property system and the strengthening of international cooperation in this field.

During the discussions, the Director of AGEPI presented the latest developments regarding the accession process of the Republic of Moldova to the European Union and the broad reform agenda in the field of intellectual property. It was highlighted that intellectual property is one of the priority areas of the negotiation process for accession to the European Union, and the harmonization of national legislation with the European Union acquis is progressing at a sustained pace.

The representatives of the Republic of Moldova informed the WIPO leadership about the main achievements recorded in the recent period, including the accession of the Republic of Moldova to the European Patent Convention, the adoption of new legislation on the protection of topographies of semiconductor products and geographical indications, as well as the continuation of legislative reforms in the field of trademarks, patents, industrial designs, copyright and plant variety protection.

A distinct topic of the meeting was the strengthening of the institutional framework of the national intellectual property system. In this context, the Moldovan delegation presented the institutional reform by which, starting from January 1, 2026, the State Agency on Intellectual Property was transferred to the subordination of the Ministry of Justice and a specialized unit in the field of intellectual property was created within the ministry, aimed at strengthening the coordination of public policies in the field of intellectual property.

The parties reviewed the results of cooperation between the Republic of Moldova and WIPO, highlighting the Organization’s contribution to strengthening institutional capacities, developing professional skills, promoting innovation, supporting creative industries and increasing the level of culture in the field of intellectual property. During the discussions, the support provided by WIPO for the training of specialists within AGEPI and other categories of professionals, including in the field of justice and research and development, was appreciated. At the same time, the parties discussed new areas of cooperation, including WIPO’s involvement in supporting the business environment through the implementation in the Republic of Moldova of the “IP Management Clinics” initiative, aimed at strengthening the capacity of small and medium-sized enterprises to strategically valorize intellectual property assets.

At the same time, the delegation of the Republic of Moldova presented the existing challenges in the field of collective management of copyright and related rights, emphasizing the need to strengthen transparency and good governance of collective management organizations. In this regard, interest was expressed in continuing WIPO’s support in assessing the national collective management system, facilitating dialogue between stakeholders and promoting international best practices.

The Director General of WIPO appreciated the progress made by the Republic of Moldova in modernizing the intellectual property system and reaffirmed the Organization’s readiness to continue the support provided in the process of implementing reforms and approaching international and European standards in the field.

At the end of the meeting, the Moldovan side expressed its gratitude for the excellent cooperation with WIPO and extended an invitation to Director General Daren Tang to pay an official visit to the Republic of Moldova, in the context of the major transformations that the national intellectual property system is undergoing and the deepening of cooperation between the Republic of Moldova and the World Intellectual Property Organization.
