AGEPI Press Release: End of WIPO Director General’s Visit to Chisinau

At the invitation of Prime Minister of the Republic of Moldova, Mr. Vladimir FILAT, on 22-23 October, Mr. Francis GURRY, Director General of the World Intellectual Property Organization (WIPO), made a two-day visit to Moldova. During the visit to Chisinau Mr. GURRY was accompanied by Mr. Michal SVANTNER, Director of WIPO Division of Cooperation with Certain Countries in Europe and Asia.

In accordance with the Program of the visit, on 22 October this year took place the meeting of WIPO Director General with Mr. Vladimir Filat, Prime Minister of the Republic of Moldova, during which was signed the Memorandum of Understanding between the Government of the Republic of Moldova and the World Intellectual Property Organization on cooperation in the field of intellectual property.

Referring to the Memorandum of Understanding, the Prime Minister said that this document is to stimulate innovation protection, intellectual property, encourage creativity as a determinant factor of development of the country. Mr. Vladimir Filat also underlined that this agreement will strengthen the institutional capacity of the State Agency on Intellectual Property of the Republic of Moldova and other bodies vested with functions and responsibilities in the field.

The Prime Minister emphasized that citizens of the Republic of Moldova are not yet fully aware of the fact that intellectual property is a key factor in economic development. He said that a 1% increase in the number of patents generates an increase by 2.8% of direct foreign investment in economic growth. “This means that we can build together a modern country only by encouraging innovation and creativity”, said Mr. Vladimir Filat.

During the meeting, the Prime Minister thanked WIPO for its support to the Republic of Moldova over time. In turn, Mr. Francis Gurry said that it is a pleasure for him to visit our country, and collaboration between the World Intellectual Property Organization and the Republic of Moldova is very good, our country being a constructive member of WIPO.

On 23 October took place the meeting of Mr. Francis Gurry with the President of the Republic of Moldova, Mr. Nicolae Timofti. At the beginning of the meeting the President of the country stressed the importance of respecting intellectual property rights for economic and scientific development of our country and reiterated that Moldova has assumed to the European Union and other international partners the obligation to apply in practice the law on intellectual property, the mechanisms to counteract the phenomena of counterfeiting and piracy, but admitted that there are still flagrant cases of violation of legislation in the field.

In turn, the Director General of WIPO welcomed the efforts of the Chisinau authorities to ensure the protection of intellectual property rights and highly appreciated the work of the State Agency on Intellectual Property in this area.

According to the Program of the visit to Chisinau, WIPO Director General, Mr. Francis Gurry, attended with the Minister of Internal Affairs, Mr. Dorin Recean, and Director General of AGEPI, Ms. Lilia Bolocan, the opening of the Inter-Regional Symposium on Enforcement of Intellectual Property Rights, conducting its works in the Conference Hall of the Palace of the Republic on 23-24 October this year.

On the same day, in the presence of Senate of the Academy of Economic Studies of Moldova (AESM), professors and students of the institution of higher education, Mr. Francis Gurry was conferred the title of Doctor Honoris Causa of AESM. Dr. Gurry delivered a speech to the audience on the role of intellectual property in economic, social and cultural development of the countries of the world.

WIPO delegation also made a working visit to the State Agency on Intellectual Property (AGEPI), during which the Director General of WIPO, Mr. Fr. Gurry, familiarized himself with the Agency’s activity and signed, together with the Director General of AGEPI, Ms. Lilia Bolocan, two documents: The Working Program between AGEPI and WIPO on Patent Cooperation Treaty and problems associated with patents and the Memorandum of Cooperation between AGEPI and WIPO on Electronic Communication under the Madrid System of International Registration of Marks.

In accordance with the Joint Working Program between AGEPI and WIPO, the Parties will cooperate in the field of professional training of examiners of the Republic of Moldova on procedures of the Patent Cooperation Treaty (PCT), including performance of the functions of receiving office and designated office, fulfilled by AGEPI by virtue of its duties. Also, the parties will cooperate in organizing public awareness campaigns with reference to the international patent cooperation system, organizing seminars, symposiums and other types of activities which will involve scientists, inventors, entrepreneurs, lawyers, patent attorneys, other specialists in IP.

At the same time, Republic of Moldova and WIPO will cooperate with the view of strengthening the capacity in developing information systems and patent databases to optimize data exchange between the two institutions.

By signing the Memorandum of Cooperation between AGEPI and WIPO on Electronic Communication under the Madrid System will be provided the facilitation of communication between offices in the process of international registration of marks, will be diminished the paper document and correspondence delivery costs, the procedure will be faster, more effective for both domestic and foreign applicants.
